Turners Falls Hydroelectric Project and Northfield Mountain Pumped Storage Project Relicensing

FirstLight Power Resources is licensed by the Federal Energy Regulatory Commission (FERC or the Commission) to operate the Turners Falls Hydroelectric Project (FERC No. 1889) and the Northfield Mountain Pumped Storage Project (FERC No. 2485).  Both Projects utilize water from the Connecticut River to generate hydroelectric power.  The current FERC licenses for both projects expire on April 30, 2018.  Every 30-50 years, Licensees are required to relicense their hydroelectric facilities with FERC.  By April 30, 2016, two years prior to license expiration, FirstLight is required to file their Final License Applications for both projects.

Integrated Licensing Schedule

FirstLight will apply for license renewal using the Integrated Licensing Process (ILP) as set forth in Part 5 of the Commission’s regulations (18 C.F.R. Part. 5). The ILP was developed to integrate the pre-filing consultation with the Commission’s scoping pursuant to the National Environment Policy Act (NEPA) (42 USC 4321, et seq.). The process is initiated with the filing of the Pre-Application Document (PAD) and Notice of Intent (NOI), which FirstLight submitted to FERC on October 31,2012.

 On December 21, 2012 FERC issued Scoping Document 1 and letter providing a modification to the integrated licensing process schedule.

The following is the approved Process Plan and Schedule for the ILP for the Connecticut River Projects.
